He has had over 40 years of experience in public health service, population and development and private sector health management in the Philippines. He headed the Philippines Commission on Population and Development (POPCOM) from September, 2013, co-managing the national program on family planning and the implementation of the RPRH Law. He retired as Undersecretary for Population and Development of POPCOM in September, 2022. From 1992-2000 and from 2011-2013 he was a director in DOH overseeing health decentralization policy and the health information system.

He is the Vice President for the Forum for Family Planning and Development. He is also the Chair of the Demographic Research and Development Foundation (DRDF) and was a member of board of the Health Facilities Oversight Board of the DOH representing the Medical Action Group. He is the head of the Research and Documentation Committee of the Bantayog ng mga Bayani Foundation. He has also served as a senior adviser to UNFPA Philippines on population and development. He is a graduate of the UST Faculty of Medicine and Surgery and obtained a Master’s in Public Health in the Prince Leopold Institute of Tropical Medicine in Antwerp, Belgium.
